The Steering Committee (SC) is composed of representatives from national agricultural research and extension systems or NARES (voting) from member countries, donor representatives as key partners (invited), the IRRI deputy director general for research (voting), and the Consortium coordinator (secretary and ex officio). The SC is the policy-making body of the Consortium that steers the implementation of its research agenda, particularly at the policy and resource allocation levels.
The SC provides overall guidance to the research agenda of the Consortium; approves funding proposals, budgetary allocations and work plans, reviews progress, and facilitates more widespread benefits beyond member institutions and countries.Steering Committee members from participating countries are nominated by their respective governments to represent the key institution(s) in their national agricultural research and development systems. Country nominees are senior officials with discretionary decision-making and resource allocation authority.

The chair of the Consortium is rotated each year among the NARES SC members. The term of a chair starts with the current SC meeting and ends upon commencement of the next SC meeting.
