Basic Purpose

The successful candidate shall develop, implement and be accountable for the effective and efficient operation of an IRRI Scholars’ Program which optimizes the benefits of study at IRRI for the scholars, their home organization, and for IRRI.

Responsibilities

1. Responsible for the administration of the scholars’ program including pre-arrival, in-residence, and post-activity of all PhD and MS students, OJTs, Interns, and course attendees. 40% 2. Propose, implement, and evaluate a strategy to ensure that IRRI and its NARS partners maximize the benefit of scholarships. • Work with the Head, Training in the development of plans for the Scholars’ Program in the MTP and build relationships with other organizations (in-country and internationally). • Provide advice and direction to the individual scholars and potential scholars to improve their study. Review effectiveness of extended curriculum for scholars and make recommendation for changes. • Maintain comprehensive statistical records of the scholars’ program and monitor the effectiveness of programs for each group of scholars, particularly by gender and cultural groups. • Provide reports of the scholars’ program for IRRI management, donors, and other interested parties from the comprehensive statistics of all aspects of the scholars’ program. 20% 3. Monitor and control budgets, forecasts and expenses and assess the effectiveness of expenditure in each area to provide the Head with accurate and timely financial information. 15% 4. Provide advice to the Head, Training on scholars’ progress through regular and effective liaison and support for the IRRI scientist supervising the scholars. 10% 5. Develops plans for the development and implementation of particular scholarship categories by identifying opportunities and drafting action plans. 10% 6. Basic Purpose

The successful candidate shall design, implement, and monitor a risk management and quality assurance system (RMQA) at CESD, which is consistent with the RMQA of the whole Institute. He/She shall also conduct own research on quality of data (e.g. error propagation, model accuracy) in agricultural research, as assigned by the DH or other IRS within the division.

Responsibilities

1. Develop and implement operating procedures for risk management and quality assurance for CESD; ensure regular reviews of these, and facilitate implementation; liaise with experts from outside IRRI in these activities (such as external auditors, trainers). 2. Liaise with the RMQA senior manager of IRRI in the planning and implementation of the CESD RMQA system; participate in formulating IRRI’s overall RMQA system. 3. Conduct internal, and coordinate external audits on technical systems, performance, data quality, and management systems. Act on results from audits by improving RMQA procedures. 4. Plans for and implements risk management and quality assurance trainings and workshops for CESD staff (potentially also for NARES partners in the future). 5. Develop and facilitate the implementation of corrective measures in CESD as needed. 6. Conduct own research on research quality in agricultural setting (e.g., error propagation, simulation model accuracy), and publish findings in peer-reviewed publications. 7. The successful candidate shall conduct studies to enhance the value of conserved germplasm through identifying novel alleles, determining population structure, and applying association genetics.

Responsibilities

1. Basic Purpose

The successful candidate shall implement research on the causes of aerobic rice yield decline. Specifically, he/she will work on the etiology, with emphasis on fungal pathogens, of rice yield decline thereby ensuring development of strategies to manage fungal disease-related rice yield decline problem.

Responsibilities

1. Identify, in consultation with Project PI, researchable issues relevant to yield decline of aerobic rice leading to determination of its biotic causes and eventually formulating strategies for its management. Assist the NARES (National Agricultural Research and Extension System) staff in all aspects of the research program such as conceptualization, designing, planning, and implementation of research studies including establishment and maintenance of laboratory, greenhouse, and field experiments; samplings for data collection; and laboratory analysis of plant samples. The successful candidate shall assist the scientist in developing high yielding rice varieties with tolerance to salinity and other abiotic using marker aided selection (MAS) and conventional breeding methods.

Responsibilities

1. Supervise the salinity tolerance screening of breeding lines/ germplasm under controlled condition at seedling and reproductive stages. 20% 2. Basic Purpose

Reporting to an Internationally Recruited Staff, the Assistant Scientist shall provide technical support in the implementation of the project entitled “Stress-tolerant rice for poor farmers in Africa and South Asia”. The job requires knowledge and skills in economic theory and data management. He/She will assist in coordinating with NARES collaborators on the design and the conduct of socio-economic surveys, provide guidance on data management, undertake economic and statistical analysis and write draft reports and research papers. Together with the Associate Scientist, the Assistant Scientist will facilitate and coordinate training activities geared towards enhancing the capacity of NARES collaborators to undertake project and program research.

Responsibilities

1. Develop a comprehensive understanding of the research project to be assessed by reading project proposals, reports and reviews, undertaking a literature search, interviewing project participants and visiting survey sites. 20% 2. Assist in coordinating activities relating to the socio-economic aspect of the project of the different collaborating institutions. Socio-economic activities may include collection of secondary information, collection of primary information through farmer interviews, preparation of summary tables and figures and drafting of reports. 15% 3. Compile, develop and manage database on secondary information through websites and those provided by the collaborators. This database will be useful in describing the overall trend in the upland situation. 15% 4. Compile, develop and manage a database on primary information collected by different institutions involved in the project. 15% 5. The successful candidate shall perform molecular characterization of breeding populations in marker assisted backcrossing programs. She/He will lead the group in all genotyping activities.

Responsibilities

1. Conduct genotyping of rice lines using SSR markers and/or other DNA markers. This will include processes and procedures starting from sample collection, DNA extraction, DNA quality and quantity check, setting up PCR reactions, gel electrophoresis, and gel documentation. 50% 2. Generate, analyze and interpret genotypic data using computer software applications. Prepare/write report based on data analysis. 20% 3. Basic Purpose

The successful candidate shall maintain effective Records Management by ensuring all accounting records are properly scanned, arranged and filed. He/ She shall ensure all asset acquisitions are promptly and accurately tagged, fully recorded and accounted for.

Responsibilities

• Processes Finance documents such as Accounts Payable and journal vouchers ensuring all are complete, properly stored and scanned for easy retrieval and reference. • Identifies receipted assets required for tagging in accordance with Receipt report and Institute policies and procedures. • Using barcode labels, tags newly acquired equipment for monitoring purposes and property accountability. Ensures tagged items are taken up in the books and accounted for in a timely manner. • Transfers property accountabilities of resigning staff to new users through updating of Asset Management System. Validate that assets are properly accounted for and clear resigning staff of any accountabilities. • Conducts inventory of IRRI properties at Staff Housing through physical count and inspection. Transfers and establishes accountabilities of leaving and arriving IRS and prepares reconciliation of the result of the inventory. • Leads in the conduct of the physical inventory of Institute assets and ensures all discovered assets are tagged and recorded accordingly. • Coordinates with Institute staff and Property Coordinators in monitoring and reconciliation of Division’s communal assets. • Analyzes transactions affecting inventoried Institute assets by tracing and investigating reconciling items and ensures prompt recording of adjustments. • Assists in the annual physical inventory of warehouse stocks by overseeing the needs of the count team members within the assigned area for an orderly and early completion of count. • Assists external and internal auditors in retrieving files in the course of their audit. • Conducts physical inspection of disposed Institute Assets at the Property Disposal area to ensure accuracy of assets being disposed. • Assists Officers and Assistant Manager during month-end and year-end closing activities in the analysis of fixed assets and inventory accounts to meet set deadlines by providing needed documents and preparing schedules. •Performs all other related duties that may be assigned from time to time by the Assistant Manager and Manager.

The successful candidate shall manage the implementation of the project entitled “Stress-tolerant rice for poor farmers in Africa and South Asia”. He/She will coordinate with NARES collaborators on the design and conduct of socio-economic surveys, supervise data management, undertake economic and statistical analysis and write draft reports and research papers. Basic Purpose

Responsibilities

1. Basic Purpose

The successful candidate shall provide all Linux support to research informatics at IRRI. The CRIL Linux servers and High performance Computing Cluster at IRRI require constant management and support. Systems installed on these Linux servers include a collaborative software development environment (GForge), several Wiki (MediaWiki) and content management (Joomla!) sites, and an institutional digital repository (Dspace). The HPC cluster runs a number of biological databases and parallel statistical analysis applications. Systems, database and user support for these Linux systems is not available from IT services, and needs to be performed by the CRIL staff member in this position.

Responsibilities

1. Administrate Linux servers to ensure that they are fully operational and secure. This will include installing system upgrades and patches, managing user accounts, installing and upgrading critical software (including PostgreSQL and MySQL DBMS, Apache Webserver, tomcat, PHP, Java, and others). 30% 2. Responsibilities

a. Basic Purpose

The successful candidate shall provide preliminary/final plans and as built drawings to all engineers and sections by planning and coordinating with the designer and end user using computer aided drafting and design AUTOCAD and REVIT softwares. He/She shall also provide general office assistance to PPS Manager’s office and sections.

Responsibilities

1. Draws preliminary and final plans which include the details of the architectural, structural, plumbing, mechanical, electrical and as-built drawings for new construction or renovations by coordinating with the designer and end user and translate using computer aided drafting and design, AUTOCAD and REVIT softwares to serve as engineers’ working drawing and PPS reference. 30% 2. Coordinates with requestors regarding the design of the proposed new construction/renovation before preparing the drawing layouts. Verifies actual measurement before proceeding with the drawings by doing actual on site inspection. Prepares cost estimates for renovation and space planning and bid invitations. Coordinates with the different sections involved in renovation or construction to ensure compliance with the approved plans. 30% 3. Basic Purpose

The successful candidate shall provide electrical repair and maintenance services required to deliver it in a professional manner, prompt, cost effective, and safe. He/She shall assist the supervisor through accomplishing work orders and maintenance request and serve as staggered duty electrician to ensure reliable and efficient electrical services to the institute.

Responsibilities

1. Conducts daily monitoring of electrical vital installation and equipment by visual inspection, taking noise level, temperature, and other operating parameters to prevent unnecessary breakdown and to ensure reliability and safety. 30% 2. Install, repair, and maintain lighting, power outlets, wiring and electrical equipment by troubleshooting, layout of new pipes and wires, replacing defective and/or old parts through work order or maintenance request and preventive maintenance schedule to meet the requirement of the staff, better working condition and safety of personnel. 30% 3.
