Background
Agricultural programs in the Philippines have strong focus on developing and evaluating technologies, with established extension mechanisms used to deliver them to end users. However, beyond technology development and conventional delivery pathways, scaling innovations also require understanding local systems, building strategic partnerships, and identifying the conditions and pathways that enable innovations to be scaled out and sustained.
In the Philippines, DA-BAR’s SCALE UP project is implementing activities in rainfed rice areas, where production environments, seasonal conditions, climate risks, and technology needs vary substantially across locations. To effectively scale innovations widely and at a faster rate, there is a need to equip local implementers with tools and approaches to assess local systems, identify appropriate technologies, co-design scaling strategies with stakeholders, and make informed decisions as project implementation progresses.
The Enhancing Frameworks for Fast and Effective Cascading of Technologies in Agriculture (EFFECT) project will support SCALE UP by strengthening the evidence, decision-support tools, and capacities needed for targeted and strategic scaling of agricultural innovations. Through suitability maps and innovation profiles, it will help SCALE UP implementers identify which crops are suitable for specific locations and seasons and determine available agricultural technologies fit local conditions.
Objectives
The EFFECT project aims to support DA-BAR's SCALE UP project through a framework for effective scaling of agricultural innovations, providing capacity building to key implementers. Specifically, it aims to:
- Provide capacity building to support the targeting of specific crop, locations, and timing based on suitability mapping;
- Enable access for decisionmakers on varied technology options for the suitable technologies for rainfed areas; and
- Provide SCALE UP implementers with relevant tools and approaches for strategic scaling.
