Eugeniano Perez III

Atty. Perez serves as IRRI’s Senior Counsel and is a member of the IRRI Leadership Team. He contributes his legal expertise across various fields, including strategic leadership, governance and oversight, resource management, human resources, and institutional advocacy. He also serves as the Data Protection Officer of IRRI Fund Singapore and is duly registered with the Personal Data Protection Commission of Singapore.     

A practicing lawyer since 1989, Eugeniano has an extensive background in intellectual property, commercial and corporate law, labor law, litigation, real estate, insurance, and cooperatives. His professional experience spans the private and public sectors, as well as academia, where he has taught courses such as Intellectual Property Law, Constitutional Law, and Legal Forms and Notarial Law. In the public sector, he has worked in both the legislative and executive branches of government, engaging in policy discussions, strategy development and implementation, as well as the drafting and review of legislation and implementing rules and regulations. A significant aspect of his career involves consulting, negotiating, building consensus, and facilitating meetings with the private sector and the executive, legislative and judicial branches of the government. Internationally, he has participated in, and served as a speaker and resource person, for workshops organized by the World Trade Organization and the World Intellectual Property Organization. 

Atty. Perez earned a Bachelor of Laws degree at Ateneo de Manila University School of Law, and a Master of Laws degree at Stockholms Universitet.
