Upgrading and Expanding the Digital System for Rice Production Activity Monitoring and Reporting (RiceMoRe)

Background

RiceMoRe (Rice Activity Monitoring and Reporting system) is a georeferenced digital platform developed since 2018 by IRRI in collaboration with Vietnam’s Department of Crop Production and the Center for Digital Transformation and Agricultural Statistics to standardize and track rice production activities over time. In 2024, IRRI formally handed over the RiceMoRe system to the Government of Viet Nam as a national platform designed to enhance rice activity data management and facilitate Monitoring, Reporting, and Verification (MRV) of low-emission practices in rice cultivation. It supports weekly, seasonal, and annual reporting on rice cultivation, enabling authorities to improve production forecasting, monitor cropping patterns, and strengthen transparency in rice emissions reporting. Built to support both national and local levels, the adoption of RiceMoRe has since expanded across 29 provinces, covering around 75% of the country’s rice planting area.

However, Viet Nam’s government restructuring in 2025, including the integration of ministries and changes in provincial administration, coupled with changes in data reporting network, has called for new institutional arrangements, additional mandate and capacity building requirements. The RiceMoRe system is now being upgraded to align with revised governance structures, evolving policy priorities, and growing demand for integrated data systems for the crop sector. Furthermore, Vietnam is developing standardized sectoral databases, thus requiring sub-sector systems to follow new protocols for data sharing and management.

Under this development phase with financial support from the New Zealand Ministry of Foreign Affairs and Trade, IRRI is  transforming the current RiceMoRe system into a more comprehensive national monitoring and reporting platform that extends to a wider range of crops, strengthens cross-agency data flows, integrates new functional modules for climate and pest risk forecasting, survey integration, and advanced analytics. The platform will help collect, standardize, and manage data for GHG quantification and inventory for the crop sector. The project will also capacitate national institutions for long-term operation and maintenance of digital data management.

Objectives

This project aims to:

  1. Upgrade, adapt, and align the rice activity data monitoring and reporting system with new institutional arrangement of the newly merged Vietnam’s Ministry of Agriculture and Environment and support the country’s rice MRV implementation and meet requirements of Vietnam’s central agriculture data system.
  2. Contribute to enhancing Viet Nam crops MRV system environmental reporting and integrity by facilitating timely and accurate GHG estimates to facilitate the national GHG inventory.
  3. Support in building capacity and institutionalizing Viet Nam rice and crops MRV system.
